At the Meeting of the Natural Resources, Energy and Ecology Committee
The chairman of the Milli Majlis Committee for Natural Resources, Energy and Ecology Sadig Gurbanov began the committee meeting held on 22 February by presenting the agenda, which, he said, contained the separate sets of third-reading amendments to the Gas Supplies Law and the Code of Administrative Offences.
Once the agenda had been approved, Mr Gurbanov proceeded to table the amendments to the law, noting that they had been put together for the avoidance of carbon monoxide poisoning cases and gas explosions. He mentioned the precedent readings of the Bill and underlined its focus on ensuring safe consumption of gas.
The committee members Iltizam Yusifov, Naghif Hamzayev and Nasib Mahamaliyev underlined the importance of the responsibility in the gas distribution and consumption area, saying that the Bill would avert poisonings and explosions as well as improve the administration in the supplies and the technical services that go with them.
It was recommended that the draft amendments to the Gas Supplies Law should be brought before the Milli Majlis in the third reading.
As regards the third-reading amendments to the Code of Administrative Offences, they introduce fines for violation of the legislative regulations applied to gas supplies and consumption. Those fines are preventive in nature, according to Sadig Gurbanov.
It followed from the comments made by the MPs Kamal Jafarov and Fatma Yildirim that the Bill aimed to increase the liability for failure to observe the distribution and consumption rules with the ultimate goal being to protect human health and lives from potential adversities.
The meeting was capped with the MPs’ recommendation to table that Bill in the third reading at a parliamentary plenum, too.
As for the other participants of the online meeting, those were the deputy chairman of the committee Asim Mollazade and the member-MPs Anar Mammadov, Mashhur Mammadov, Aliabbas Salahzade and Aliabbas Zabelin.
