Deputy Speaker of the Milli Majlis of the Republic of Azerbaijan effective 23 September 2024.

Born in the town of Kurdamir on 12 August 1954. Graduated from the Oriental Studies Department of the Azerbaijan State University. PhD Philology, Professor.

Full Member of the Azerbaijan National Academy of Sciences. Full Member of the Academic Union Oxford. Honoured Art Worker. Member of the Board of the Union of Azerbaijani Writers and of the Union of Theatrical Workers and Cinematographers. Authored 90 books, monographs and textbooks, more than 600 academic research papers and over 900 op-ed pieces; a screenwriter and director of 14 feature-length documentary-publicist films, an author of over 3,700 television and radio shows and programmes as well as of the librettos for 2 operas, 1 ballet, 2 oratorios and 1 symphonic ballad. Commands the English, Persian, Russian, Arab and Tajik languages.

Member of the World Azerbaijanis’ Co-ordination Council.

Chief Laboratory Assistant of the Azerbaijan AS Institute of Philosophy and Jurisprudence since 1976, Senior Laboratory Assistant, Junior Research Fellow and Senior Research Fellow of the Oriental Studies Institute since 1978, Head of Department at the Nizami Ganjavi National Museum of Azerbaijani Literature since 1988. Director of the NASA Nizami Ganjavi National Museum of Azerbaijani Literature since 2003.

Member of the Civil Solidarity Party.

Was Member of the Milli Majlis of the Republic of Azerbaijan of the 2nd, 3rd, 4th, 5th and 6th convocations.

Chaired the Milli Majlis Culture Committee during 2015–2020.

Head of the Delegation of Azerbaijan to the Parliamentary Union of the Organisation of Islamic Co-operation and of the Azerbaijan-Sweden Inter-Parliamentary Relations Working Group.

Married, with 1 child.

The Milli Majlis of the Republic of Azerbaijan - The state legislative power branch organ is a unicameral parliament that has 125 MPs. The MPs are elected as based on the majority electoral system by free, private and confidential vote reliant on the general, equitable and immediate suffrage. The tenure of a Milli Majlis convocation is 5 years.
