Ziyafet Abbas oglu Asgarov

Deputy Speaker of the Milli Majlis of the Republic of Azerbaijan since 23 September 2024.

Born in the village of Ashaghi Uzunoba of the Nakhchivan (now – Babek) Province of the Nakhchivan Autonomous Republic on 24 October 1963. Graduated cum laude from the Law Department of the Azerbaijan State University. Decorated with the Sharaf Order and the Shohrat Order. Also decorated with the Medal of Honour of the Milli Majlis of the Republic of Azerbaijan. PhD Law, Professor. Authored several textbooks and academic guides, and dozens of scientific articles. Commands the Russian and French languages.

In 1995, he was in the working group of the commission that drew up the first national Constitution of the Azerbaijan Republic.

Did his military service during 1982–1984 and was educated at the Baku State University during 1985–1990. Lector, Senior Lector, Associate Professor and Deputy Head of the Law Department of the Baku State University, and Deputy Dean of the Law Faculty starting in 1990. A Professor and Head (pro bono) of the Constitutional Law Department.

Member of the New Azerbaijan Party.

Was Member of the Milli Majlis of the Republic of Azerbaijan of the 1st, 2nd, 3rd, 4th, 5th and 6th convocations, Deputy Speaker of the Milli Majlis from 24 November 2000 to 2 December 2005 and First Deputy Speaker of the Milli Majlis from 2 December 2005 to 10 March 2020.

Headed the Milli Majlis Defence and Security Committee in 2000–2015 and was Chairman of the Defence, Security and Anti-Corruption Committee in 2015–2024.

Co-Chairman of the Inter-Parliamentary Co-operation Commission of the Milli Majlis of the Republic of Azerbaijan and the Federal Assembly of the Russian Federation.

Married, with two children.

The Milli Majlis of the Republic of Azerbaijan - The state legislative power branch organ is a unicameral parliament that has 125 MPs. The MPs are elected as based on the majority electoral system by free, private and confidential vote reliant on the general, equitable and immediate suffrage. The tenure of a Milli Majlis convocation is 5 years.
