Document and Information Submissions for Provision of Services Electronically to Be Minimised

Optimisation of the provision of the state services electronically and minimising the accompanying need for citizens to submit documents and information are the matters in the focus of the national administration. A package of documents containing amendments to 47 laws with regards to the above and signed by the Head of State arrived at the Milli Majlis a few days ago.

The amendments pursue the main goal of having the specialist legislation reflect the requirements of the relevant paragraph of the National Open Government Promotion Action Plan approved by the President of the Azerbaijan Republic. For your information, the said Plan’s Item 4.2 reads, ‘It is required to formalise the pertaining principle in the profile-specific regulatory and legal acts and to increase the number of e-services based on the same principles in order that, should a document or a piece of information required for the provision of a state service be available at another state department or agency, it would then be received from such a state department or agency via the state electronic information system and without an additional request sent to the citizen in question.’

This matter being fixated in the specialist legislation will make the requirement cited above more functional and applicable.

Citizens’ problems with collection and submission of documents and information will be addressed, the associated loss of time will be reduced and, consequently, the citizen satisfaction levels will be elevated with the enactment of the above-mentioned Bills. At the same time, the enactment will ensure a continued expansion of the functionality of the Government Electronic Information System and will intensify the inter-departmental electronic integration.
