At the Meetings of CIS IPA Commissions

Two Permanent Commissions of the CIS IPA held their respective meetings in the videoconferencing mode on 29 October.

Our MPs Bakhtiyar Aliyev and Kamila Aliyeva joined the meeting of the Permanent Commission on Science and Education where 17 matters had been lined up for consideration. First, though, an organisational matter was settled: the chairman of an Azerbaijani parliamentary committee Mr Aliyev was re-elected as the deputy chairman of the Commonwealth’s Permanent Commission.

The commission members discussed thoroughly the model draft laws ‘On Commercialisation of the Products of Intellectual Activity’ and ‘On the State Attestation of Scientific and Technology Research Subjects’. So they did also the new edition of the CIS States’ Model Information Code and the draft amendments to the model law ‘On the Scientific and Technology Expert Assessments’.

Furthermore, the Commission looked at a number of draft recommendations concerning model legislation on sciences and education, ways to identify gifted children and young people, regulation of the digitalisation of education, parent enlightenment, creation of a modern pharmaceutical education system in the CIS, regulation of the AI use and so forth. Appropriate resolutions were passed in regard to those recommendations.

The members of the Milli Majlis Rauf Aliyev and Tamam Jafarli, meanwhile, took part in the meeting of the CIS IPA Permanent Commission on Culture, Information, Tourism and Sport, where there was a 14-point agenda.

They began with the legislative items: the new editions of the model Theatre and Theatrical Activities Law and the model CIS States’ Intellectual Property Code were tabled for discussion. Besides, the meeting participants exchanged views upon perspective areas in model legislation on development of digital technologies used in culture and tourism.

Next, they discussed nominations to the awarding of the Tree of Friendship Medal (a joint award of the CIS IPA and the ‘Mir’ Inter-State TV and Radio Company), the Badges of Honour (worn on the chest) of the Assembly for achievements in the fields of culture and arts, mass media and information, physical culture, sports and tourism, and, last but not least, the Chinghiz Aytmatov Award (too, handed out by the IPA).

Both meetings were capped with consideration of the Permanent Commissions’ 2022 work plans and setting the dates and preliminary agendas of their next gatherings.
