At the Meetings of CIS IPA Commissions

The CIS IPA permanent commissions – Social Policy and Human Rights, Economy and Finances, and Legal Issues – held their online meetings on 10 November.

The discussions revolved round the draft model laws and amendments to model laws put on the agenda. Also, the meetings’ participants reviewed organisational matters, elected chairs and deputy chairs of all the three commissions and set the dates and primary agendas of the respective next meetings.

Adoption of the agenda at the meeting of the Permanent Commission on Social Policy and Human Rights was followed by organisational matters. The Azerbaijani parliamentarian Nizami Safarov was re-elected as Commission Chairman and the meeting proceeded under his presidency.

The participants looked at the draft model laws ‘On Digital Health Care’, ‘On Health Workers’ Professional Liability Insurance’ and ‘On Protecting Citizens’ Health from Hazardous Impacts of Tobacco Smoke’. The commission members also talked over the results of the comparative study of legal regulation and software/hardware options to uphold organisation and implementation of health care based on telemedical technologies in the Commonwealth republics. The proposals to form a platform for the CIS Red Cross and Red Crescent societies and those regarding the 2023-2025 perspective model law-making plan for the CIS member-states were given due attention to as well.

A meeting of the CIS IPA Permanent Commission on Economy and Finance followed; Deputy Chairman of the Commission and member of the Azerbaijani delegation to the IPA Rufat Guliyev joined that session.

They were discussing the draft model laws ‘On State Procurement’, ‘On Technologies Transfer and the CIS Member States’ Undertakings to Support and Regulate It’ and ‘On the Digital Space and its Infrastructure and regulation in the CIS Member States’. In addition, the meeting participants addressed the proposals about the 2023-2025 CIS perspective model law-making plan. Appropriate decisions were made.

As for the meeting of the CIS IPA Permanent Commission on Legal Issues, it dealt with the draft model laws ‘On 
Financial Transactions’, ‘On Funds’ and ‘On Protection of Consumers’ Rights’, amongst other things. 
The meeting participants took care of organisational matters as well. Amina Agazade of the Milli Majlis was 
re-elected as Deputy Chair of the Commission.
