At the Meeting of the Sciences and Education Committee
Chairman of the Milli Majlis Sciences and Education Committee Bakhtiyar Aliyev announced as he opened the committee meeting on 19 October that the agenda consisted only one item, it being a set of first-reading amendments to the Education Law.
The agenda was approved as such. Bakhtiyar Aliyev informed the participants of the meeting of the Bill containing amendments to Article 29 and Article 32 of the law. The changes are required as it is necessary to formulate a legal basis for students’ transfers across secondary vocational and tertiary education rungs (except doctor’s studies) from one education institution to another, reinstating them to local institutions, including by transfer from those abroad, and granting them sabbaticals.
Deputy Head of the Administration of the Ministry of Science and Education Yagub Piriyev filled the meeting participants in on the amendments contained in the Bill. He explained that they envisaged elaboration of a procedure for changing education institutions, majors and education modes by baccalaureate (principal (basic tertiary) medical) and master’s (secondary vocational and tertiary) students, also, their expulsion or reinstatement as well as temporary suspension of studies (granting sabbaticals and other study leaves).
Deliberations followed. Remarks and suggestions were made by Deputy Chairman of the Committee Musa Gasimli and the Committee members Isa Habibbayli, Eldar Guliyev, Etibar Aliyev, Jeyhun Mammadov, Anar Iskenderov, Kamila Aliyeva, Aghiya Nakhchivanli, Tamam Jafarova and Mushfig Mammadli as well as Deputy Head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev.
In the end, it was recommended that the first-reading Bill be brought up for consideration at a plenum of the Milli Majlis.
There were other participants at the meeting as well, amongst them MP Fatma Yildirim and MP Ulviya Agayeva.
