Law Policy, State-Building Committee Holds an Online Meeting

The Law Policy and State-Building Committee of the Milli Majlis held a meeting online on 22 December, with First Deputy Chair of the parliament and Head of the committee Ali Huseynli starting the gathering by letting its participants know that the agenda only contained one item, which was a first-reading Bill with amendments to the Constitutional Law ‘On Legal Regulatory Acts’. Ali Huseynli emphasised the import of the Bill and gave the floor to Head of the State-Building, Administrative and Military Legislation Department of the Milli Majlis Staff Samad Sultanov so he could inform the committee members of the amendments.

The Bill is intended to touch up both the quality and efficiency of the standard-setting whilst also optimising the accompanying techniques. It is proposed to define the specificities of not only drafting legal regulatory acts but also of accommodating, passing and publishing them. It is further proposed that technical legal requirements should be put to them via appropriate regulatory acts. Furthermore, from 1 January 2024 onwards elaboration, accommodation and submission of draft acts to the standard-setting authority will all go through the data systems of the bodies designated for the purpose by the appropriate executive authority.

The constitutional draft lists the cases in which it is permissible not to specify the names of pertaining legal regulatory act to be either amended or repealed.

Comments of Ali Huseynov and his deputy Gudrat Hasanguliyev were heard while the document was being discussed. Then, it was recommended that the first-reading amendments to the Constitutional Law ‘On Legal Regulatory Acts’ should be tabled in the first reading at a plenum of the Milli Majlis.

There were other participants at the meeting as well, among them the MPs Fazail Agamali, Amina Agazade, Kamal Jafarov, Sabir Hajiyev, Nurlan Hasanov, Vugar Isgandarov, Tahir Karimli, Erkin Gadirli, Azay Guliyev, Jabi Guliyev, Bahrouz Maharramov, Elshan Musayev, Mader Musayev and Nizami Safarov.
