At the Meeting of the Sciences and Education Committee

Chairman of the Milli Majlis Sciences and Education Committee Bakhtiyar Aliyev announced a two-item agenda of the committee meeting held on 23 December, containing, he added, of the separate second-reading amendments to the Education Law and the General Education Law.

The agenda was approved duly. Bakhtiyar Aliyev informed the participants of both Bills in detail, starting with the amendments to Article 29 and Article 32 of the Education Law.

Those amendments are needed to form legal foundations for students’ transfers across secondary vocational and tertiary education rungs (except doctor’s studies) from one education institution to another, reinstating them to local institutions, including by transfer from those abroad, and granting them sabbaticals. New rules will be laid down in the Regulations of the Ministry of Sciences and Education, drawn up to the orders of the Head of State. As regards the selection of sub-baccalaureate students for enrolment at tertiary education institutions, the committee chairman touched upon the transfers of underscoring students, too.

Comments and suggestions followed from the committee members Eldar Guliyev and Etibar Aliyev.

Then, Bakhtiyar Aliyev moved on to the second item on the agenda and said about the amendments to the General Education Law that they had been wrought for the purposes of unification with the 13 May 2022 amendments to the General Education Laws. The concept of a general-educational boarding facility is re-classified over the types of such facilities in the new edition. The boarding facilities will be differentiated by their operating lines and will be grouped into the general-purpose, integrated-education and specialist ones.

The committee members Isa Habibbayli, Jeyhun Mammadov, Kamila Aliyeva, Aghiya Nakhchivanli, Tamam Jafarova, Ulviya Agayeva, Rafael Huseynov, Mushfig Mammadli, Afat Hasanova and Parvin Karimzade were taking part in the meeting, too.

It was recommended in the end that both Bills should be brought before the House at a plenum in the second reading.
