Agrarian Policy Committee Meets
Head of the Milli Majlis Agrarian Policy Committee Tahir Rzayev announced a two-item agenda at the meeting for which the committee convened on 20 December.
Item I was a Bill to ratify the 15-chapter Azerbaijani-Turkish inter-governmental agreement of co-operation in plants protection and quarantine, signed in Baku on 4 November 2022 with a view to developing bilateral co-operation in this area as well as to promoting trade and exchange of crop products. Subject to that, exportation, importation and transit of goods subject to quarantine control shall be done via border crossing points in accordance with the procedure laid down by the legislation of the states. If pests subject to quarantine are discovered by phytosanitary inspection, the importing party will take measures to eliminate contamination and either decontaminate the tainted batch or send it back to the exporting party.
The MPs recommended that the Bill should be tabled in the third reading at a plenary sitting of the Milli Majlis.
With that, Tahir Rzayev moved on to second-reading amendments – drawn up in view of the enforcement of the Food Security Law – to the Customs Codes as well as the laws ‘On the Protection of Consumers’ Rights’, ‘On the State Duty’, ‘On the List of Items Not Subject to Civil Circulation (excluded from the civil circulation)’, ‘On the Range of Items that Can be Owned by Certain Civil Circulation Participants and are Cleared for the Circulation on Special Permits (with their effects limited to civil circulation’, ‘On Veterinary’, ‘On the Protection and Rational Use of Genetic Reserves of Cultivated Plants’ and ‘On Licences and Permits’.
The participants of the meeting suggested that this Bill too should be brought before the House at a sitting in plenary having reviewed it properly.
Other persons attended the committee meeting as well. Amongst them were Deputy Chairman Sabir Hajiyev and the committee members Azer Badamov, Aydin Huseynov, Igbal Mammadov, Eldar Ibrahimov, Novruzali Aslanov and Mushfig Jafarov.
