Sciences and Education Committee Holds a Meeting
Head of the Milli Majlis Sciences and Education Committee Bakhtiyar Aliyev began its meeting convened on 28 December by presenting the agenda containing the third-reading Bills with amendments to the Education Law and the General Education Law.
Bakhtiyar Aliyev remarked that both Bills had gone through the stages of comprehensive deliberations and that six MPs had covered the first item on today’s meeting’s agenda at the plenary sitting of the House yesterday.
The committee chairman clarified the matters that the MPs had raised, adding that Speaker Sahiba Gafarova of the Milli Majlis had suggested a public hearing should be called during the next parliamentary session to address the educational matters concerning legislators and electors alike.
Speaking of the Bill holding amendments to the Education Law, the rights of students to change their fields and forms of study, to be removed from or reinstated in an educational institution, and to receive academic leaves are thoroughly enshrined in it. Meanwhile, it is going to be the job of a specialist executive authority to set the rules containing mechanisms to exercise such rights.
Bakhtiyar Aliyev said about the second item on the agenda, the amendments to the General Education Law, that they were adaptive in nature and that they also brought the concepts of residential general education institutions into line with the legislation.
Deputy Chairman of the committee Musa Gasimli and the committee’s MPs Mushfig Mammadli, Etibar Aliyev and Kamila Aliyeva made their remarks and suggestions.
Bakhtiyar Aliyev responded to that feedback, whereupon it was recommended that both Bills should be tabled before the House for the third time.
The MPs Ulviya Agayeva, Tamam Jafarova, Isa Habibbayli, Afat Hasanova, Rafael Huseynov, Anar Isgandarov, Parvin Karimzade, Jeyhun Mammadov, Aghiya Nakhchivanli and Fatma Yildirim as well as other officials also took part in the online meeting.
