At the Meeting of the Youth and Sports Committee

Deputy Chair of the Milli Majlis/Chairman of the parliamentary Youth and Sports Committee Adil Aliyev congratulated the committee members on the start of the 2023 spring session and wished them success as he was opening the first meeting of the committee in the session on 25 January.

The past year was remembered for progressive events for the country, he said. In 2022, a thorough work had been done to implement the ‘Great Return’ concept, one of the state priorities, as well as to improve the social welfare of the population, Adil Aliyev said.

He then said that the agenda of the meeting included 4 items – a report on the work done by the committee in the autumn session of 2022, a work plan for the spring session of 2023 and Bills comprising amendments to the Youth Policy and Physical Culture and Sports laws.

As he proceeded to present the 2022 autumn-session performance report, Mr Aliyev remarked that the committee had acted in accordance with the work plan of the Milli Majlis, and that four committee meetings had been held to look into five issues during the reporting period.

The elapsed period had seen the parliamentary committee consider more than 1,400 citizen applications, most of them resolved to satisfaction. There were also 2,430 appeals more, made either verbally or via social media; besides, there were meetings with members of the Patriotic War shahids’ families – those were helped with their complications. Due attention was paid too to aiding low-income families and settling concerns of various people.

The Vice Speaker proceeded to the committee work plan for the 2023 spring session, saying that it envisaged processing incoming legislative initiatives and amendments to laws in effect. The plan has eighteen bullet points all in all. There will be meetings with sports professionals, coaches and athletes, a public hearing and variously-themed contests on the life and work of the Great Leader in the context of the Heydar Aliyev Year. Besides, the International Women’s Day on the 8th of March will have the committee meeting with shahid families, holding surgeries, organising the processing of inbound applications and complaints, and attending to other matters to be at hand.

Next came the turn of the draft laws containing amendments to the laws ‘On Local Opinion Polls’, ‘On Motoring Roads’, ‘On the Diplomatic Service’, ‘On Statement Procurement’, ‘On the Youth Policy’, ‘On the State Language of the Republic of Azerbaijan’, ‘On Environmental Education and Public Enlightenment’, ‘On the State Policy concerning Azerbaijanis Living Abroad’, ‘On Regulated Prices’ and ‘On Banks’. There were also sets of amendments, too, tabled at the committee meeting, that concerned the laws ‘On the Names of Geographical Objects’, ‘On the Motor Transport’, ‘On Accountancy’, ‘On Physical Education and Sports’, ‘On Non-Bank Credit Institutions’, ‘On Alienation of Land for State Needs’, ‘On Personal Data’, ‘On Prevention of Domestic Violence’ and ‘On Investment Funds’.  Adil Aliyev said as he was presenting those that they followed the application of the Media Law and were on the harmonising side. The wordings ‘mass media outlets’ and ‘a mass media outlet’ are to be replaced with ‘media subjects’ and ‘media’.

Deputy Chairman of the parliamentary committee Shahin Ismayilov and the committee’s MPs Ramil Hasan, Mahir Abbaszade, Elnur Allahverdiyev, Etibar Aliyev, Jala Ahmadova and Vugar Isgandarov then talked about the important steps taken in the national youth policy. They also commented on the arrangements made for our youth to be reared as healthy, educated, patriotic and nationally-spirited citizens. Some proposals were put across as well.

In the end, the Youth and Sports Committee noted its own 2022 autumn-session performance account, sanctioned the 2023 spring-session work scope and recommended that the Bills tabled during the meeting be brought before the House.

The committee members Mushfig Jafarov, Sevinj Huseynova, Ulvi Guliyev and Javid Osmanov also took part in the meeting.
