Labour and Social Policy Committee Had a Meeting

The Milli Majlis Labour and Social Policy Committee had a videoconference on 3 March at which Committee Chairman Musa Guliyev announced they would be discussing in the second reading the draft amendments to the Labour Code of the Azerbaijan Republic.  

The amendments at issue are intended to thwart abuse of forms of civil law relations in employment and labour matters. The issues that the House raised as the Bill was being discussed at the plenary sitting of the Parliament have been taken into account; certain adjustments and concretisations have been made in the document. It was emphasised at the meeting that this legislative initiative, put forth in line with the Action Plan to Prevent Informal Employment in the Azerbaijan Republic, was designed to boost the labour rights of the citizens and give them favourable arrangements in such areas as their recreation, leaves, social welfare and – eventually – retirement benefits.

First Deputy Chair of the Milli Majlis and Chairman of the Law Policy and State-Building Committee Ali Huseynli, the MPs Malahat Ibrahimghizi, Jala Aliyeva, Sattar Mehbaliyev, Aghil Mammadov, Vugar Iskandarov and Sevinj Huseynova as well as Deputy Minister of Labour and Social Protection of the Population Anar Karimov all spoke at the meeting. They converged on the viewpoint that this significant innovation will reduce shadow employment by bringing forward an effective mechanism of contractual labour relations. Besides, they said, the proposed amendments to the Labour Code were going to protect the labour rights of great many employees, reinforce their social protection and bring them better well-being.

After the deliberations, the Committee members recommended that the draft amendments to the Labour Code of the Azerbaijan Republic should be tabled for consideration in the second reading at a plenary sitting of the Milli Majlis.

The MPs Ziyad Samadzade, Rauf Aliyev, Arzu Naghiyev, Aziz Alakbarli, Vugar Bayramov, Rashad Mahmudov and Razi Nurullayev, President of the National Confederation of Entrepreneurs (Employers) Organisations of the Republic of Azerbaijan Mammad Musayev and other officials were attending the online meeting, too.
