At the Meetings of the IA CIS Commissions

The permanent commissions of the Interparliamentary Assembly of the Member Nations of the Commonwealth of the Independent States on Science and Education, and on Budget Oversight held their respective videoconferenced meetings on 4 March.

The meeting of the Commission on Science and Education was attended by its Deputy Chairman as well as Chairman of the Milli Majlis Committee for Sciences and Education Bakhtiyar Aliyev and the Commission Member MP Kamila Aliyeva.

That meeting was dedicated to housekeeping matters and to affirming the model law-in-draft ‘On Commercialising the Fruit of Intellectual Efforts’ and the concept of recommendations ‘To the Legal Regulation of the Application of Artificial Intellect inclusive of the Moral Standards of Studying and Preparing It’.

As the draft recommendations were being discussed, Mr Aliyev called attention to the subjects of legal regulation in the modern age, especially so in the realia generated by the pandemic incorporating remote education. He emphasised that the IA CIS definitely had to revise the model law ‘On Distance Education in the CIS Member-States’.

The proposals and remarks of the other MPs who spoke about this subject were taken into due consideration, too.

Mr Aliyev underscored the importance of the International Cultural and Educational Forum ‘Children of the Commonwealth’ and motioned several ideas as the new edition of the Forum’s Charter was being discussed. The Commission also took into account the proposals made by Kazakhstan and the remarks by Belarus; with that, it was decided to revisit the document.

As regards the online meeting of the Budget Oversight Commission, the Azerbaijani MP and member of Azerbaijan’s delegation to the IA CIS Igbal Mammadov took part in it.

There, too, housekeeping issues were looked at; concretisations were made in connection with various financial obligations and other guarantees of the operation of the Assembly. Amongst other items on the agenda, the meeting participants talked over the amending of the Regulations on the Social Payments to the Staff of the CIS Interparliamentary Assembly Council Secretariat and the draft resolution ‘On Financing the Operations of the Interparliamentary Assembly of the Member Nations of the CIS’.

It was resolved at the meeting to revisit the proposed amendments to the aforementioned Regulations.
