At the Meeting of the Milli Majlis Labour and Social Policy Committee

Chairman of the Milli Majlis Committee for Labour and Social Policy Musa Guliyev brought up the subject of reviving the national territories liberated under Commander-in-Chief and President Ilham Aliyev as he took the floor at the scheduled committee meeting on 19 March.

Mr Guliyev also congratulated the participants on the Novruz Holiday being celebrated in the country with the restored territorial integrity – after long years.

The draft amendments to the Law ‘On the Individual Accounting in the State Social Insurance System’ and to the Labour Code were considered at the online meeting. Head of the Social Legislation Sector of the Milli Majlis Staff Ziya Gasimov presented the two drafts interlinked substantively and told the gathering that the operation of the unified social insurance, individual accounting and pension system created thanks to the accomplished social reforms was up to the modern scratch. Any citizen can, using their PIN, obtain the information about their employment contracts, individual account, pension capital, types of social benefits extended to them, shared land property, physical handicap status, rehabilitation, the compulsory state social insurance fees paid and so forth at the web portal e-sosial.az launched to the decree of the President of Azerbaijan dated 5 September 2018. This, in turn, makes hardcopy certificates and statements redundant, Mr Gasimov pointed out.

The MPs were told also of the total of ten amendments and addenda to the Law ‘On the Individual Accounting in the State Social Insurance System’, which, once enacted, would remove any obstacle to complete digitalisation of the individual accounting system, broaden the scope of the e-pension system and let spend economised funds on reinforcing the welfare arrangements already in place. As regards the addenda and amendments to the Labour Code, there are three of them and they emanate from the draft concerned with the law, Mr Gasimov said.

Elnur Abbasov, a department head from the Ministry of Labour and Social Protection of the Population, commented on the tabled Bills.

Opinions and proposals then came from Deputy Chair of the Milli Majlis Committee for Family, Women’s and Children’s Affairs Jala Aliyeva and the MPs Vugar Bayramov, Soltan Mammadov and Arzu Naghiyev. Besides, Elnur Abbasov answered their questions.

It was decided in conclusion of the deliberation to put both Bills before the House at a plenary sitting.

Deputy Chair of the Committee for Labour and Social Policy Malahat Ibrahimghizi and the members of the same Committee Aziz Alakbarov, Aghil Mammadov, Rauf Aliyev, Sevinj Huseynova, Ilham Mammadov, Ziyad Samadzade and Sattar Mehbaliyev were taking part in the meeting as well.
