At the Meeting of the Law Policy and State-Building Committee
The Milli Majlis Committee for Law Policy and State-Building held an online meeting to look at four draft amendments to effective laws on 5 April.
First Deputy Chair of the Milli Majlis and the Committee Chairman Ali Huseynli opened the meeting and pointed at the interconnection between the first two agenda items, namely, the first-reading draft amendments to the laws ‘On the Prosecution Authorities’ and ‘On Serving in the Prosecution Authorities’.
The Head of the Legal Support and Human Rights Issues Department of the General Prosecution Office of the Azerbaijan Republic Aynur Osmanova who presented the two Bills made clear that they were intended to reinforce the legislative platform for the on-going reforms within the national legal and judicial system. Besides, they will help improve the prosecution authorities’ logistics, enhance their personnel’s material security and increase their professionalism. The incentives stipulated in the drafts have international as well as national practical counterparts and are provided for in the state programmes and strategies in effect already, according to Mrs Osmanova.
Mr Huseynli and the Committee members Tahir Karimli, Nizami Safarov and Elshan Musayev shared their opinions about the Bills. It was recommended following the discussion that both Bills should be sent up to the Milli Majlis for the first reading.
Next, the Committee looked at the second-reading amendments to the Code of Administrative Offences of the Azerbaijan Republic, speaking of which, the Committee member Kamal Jafarov said that they had been drawn up to avert corruption in agricultural subsidies and misuse of government grants to the agrarian sector. The Committee recommended the Bill’s second reading at a plenary sitting of the Parliament subsequently.
The fourth item on the agenda was the draft of amendments (in the third reading) to the Law ‘On Execution’ of the Azerbaijan Republic. The brief came from the Committee Chairman Ali Huseynli who said the amendments were unifying in nature and had to do with the modifications made in the Tax Code of the Azerbaijan Republic on 29 November 2019. In this way, Mr Huseynli added, the State grants a financial amnesty for those enterprisers who are not in a position to honour their fiscal debts under effective court rulings. It was recommended then that the Bill should be tabled for the third reading at a Milli Majlis plenum.
The deputy chairman of the Law Policy and State-Building Committee Gudrat Hasanguliyev, the Committee members Fazail Agamali, Amina Agazade, Sabir Hajiyev, Nurlan Hasanov, Vugar Iskandarov, Erkin Gadirli, Azay Guliyev, Jabi Guliyev, Bahrouz Maharramov and Mader Musayev as well as other officials took part in the online meeting as well.
