Executive Council of Asian Parliamentary Assembly Holds a Meeting

A meeting of the Executive Council of the Asian Parliamentary Assembly (APA) was held in Baku as part of the 15th plenary session of the organisation on 18 February. 

The meeting was opened with an inaugural speech by Rizvan Nabiyev, Head of the Parliamentary Delegation to the APA and Chairman of the Executive Council. Highlighting the significance of holding the 15th APA session in Baku under Azerbaijan’s presidency and with the participation of over 250 delegates from 26 countries and representatives from 7 international organisations, he welcomed the Executive Council meeting participants on behalf of Speaker of the Milli Majlis Sahiba Gafarova and expressed gratitude for the conditions provided for the event to take place.

Rizvan Nabiyev spoke about the extraordinary presidential and parliamentary elections held last year across all sovereign territories of Azerbaijan, as well as the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29) in Baku and the significance of the key decisions adopted there. He emphasised that the decisions made at COP29 are crucial for environmental protection, the transition to green energy, and the achievement of sustainable development goals. Azerbaijan’s on-going projects in this field and its contribution to international cooperation were particularly highlighted. It was noted that the initiatives put forward by Azerbaijan are not only an important step in combating climate change but also contribute to ensuring global sustainable development.

Secretary-General of the APA Mohammad Reza Majidi tabled a report on the organisation’s activities over the past period. He spoke about the work carried out, the nomination of candidates for the positions of APA President and Vice Presidents for 2026–2027, the issue of granting full membership and observer status to certain countries as well as the draft resolutions under discussion in the organisation’s committees, providing relevant comments and proposals. The Secretary-General expressed his gratitude to Azerbaijan for hospitality. 

The agenda of the 15th APA Plenary Session was then discussed. Draft resolutions proposed by the organisation’s standing committees on political affairs, the economy and sustainable development, budgeting and planning, and social and cultural issues were reviewed, along with organisational and other matters.

Members of the Milli Majlis Delegation to the APA Ilham Mammadov, Naghif Hamzayev, Aydin Huseynov and Gunay Agamali, MP Zaur Shukurov as well as members of the APA Member States’ Delegations and other officials took part in the meeting.
