Economic Policy, Industries and Enterprising Committee Had a Meeting

The Milli Majlis Committee for Economic Policy, Industries and Enterprising held a meeting on 30 April at which Committee Chairman Tahir Mirkishili said that the past-period activities of the sixth-convention Milli Majlis had been governed by the recommendations contained in the programme address of President Ilham Aliyev of Azerbaijan to the Parliament at its first sitting.

The two Bills being tabled at the meeting in the first reading and containing amendments to the Tax and Civil Codes of the Azerbaijan Republic as well as to the laws ‘On the State Real Estate Register’ and ‘On Mortgage’, too, are drawn up in keeping with the goals defined by Head of the State.

The Bills were wrought by the working group that the Economic Policy, Industries and Enterprising Committee had put together as instructed by Chair of the Milli Majlis Sahiba Gafarova and pursuant to the recommendations received by the Milli Majlis from the Plenum of the Constitution Court.

The proposed amendments envisage exacting legislative regulation of the simplified tax payment procedures applicant to acquisition of property to be mortgaged by a holder of mortgage and to the latter having the title to such property registered after its acquisition; and exempting from taxation the turnovers that equal the principal debt amount in a given case upon selling the acquired property in the event that a re-auction appointed at the judicially endorsed request of a holder of mortgage is declared void.    

First Deputy Chair of the Milli Majlis and Chairman of the Law Policy and State-Building Committee Ali Huseynli, Deputy Chairman of the Economic Policy, Industries and Enterprising Committee Ali Masimli, the MPs Mahir Abbaszade, Vahid Ahmadov, Elnur Allahverdiyev, Aydin Huseynov, Rufat Guliyev and Nurlan Hasanov, the Constitution Court judge Kamran Shafiyev, President of the Association of the Banks of Azerbaijan Zakir Nuriyev, Director General of the Central Bank Rashad Orujov and Head of the Economic Legislation Department of the Milli Majlis Staff Muhammad Bazigov spoke at the meeting. They said that the proposed Bills had been devised and intended to fill legislative blanks and streamline the legislation.

The Bills passed through an in-depth discussion at the meeting; the amendments contained in them were assessed favourably, and the MPs recommended both drafts should be tabled for consideration in the first reading at a plenary sitting of the Milli Majlis.

Members of the Economic Policy, Industries and Enterprising Committee Mazahir Efendiyev, Anar Mammadov, Igbal Mammadov and Mashhur Mammadov, Director of the Legal Department of the Central Bank Rena Malikova, Head of the Citizen Reception and Complaints Division of the Constitution Court Anar Jafarov, Head of the Tax and Customs Policies Sector of the Tax Policy and Revenues Department of the Ministry of Finance Shaban Abdullayev and other officials were taking part in the meeting as well.
