At the Meeting of the Natural Resources, Energy and Ecology Committee

Opening the meeting of the Milli Majlis Committee for Natural Resources, Energy and Ecology on the 19th of May, Committee Chairman Sadig Gurbanov let it be known that the agenda contained the first reading of the Bill of the Azerbaijan Republic ‘On Employment of Renewable Energy Sources in Electricity Generation’.

Mr Gurbanov stressed that advancing the renewable energy sector and green economy was amongst the priorities determined by the national government, adding that our de-occupied lands having been declared ‘a green zone’ added to the import of the future new law. As is planned, he said, the green energy share of the overall electricity generation in the country should reach 305 by 2030.

Mr Gurbanov also spoke of the strengthening of our country’s stances in line with the Fourth Industrial Revolution requirements and Azerbaijan taking a place of its own amongst the leading states. He remarked that the tabled Bill would factor dramatically in the relevant reforms under way in our country.

Deputy Minister for Energy Samir Valiyev said at the meting that the ‘Azerbaijan 2030: the National Priorities of Socio-Economic Development’ document approved with the presidential decree dated 2 February 2021 covered, amongst other things, the issues of climatic change and countering it as well as of introducing the green energy space principle-based renewable energy to all the economic sectors. This National Priority can be viewed as a clear proof of the care taken of the renewable energy sector and the ‘green’ economy in our country, in the opinion of Mr Valiyev. He went further to say that the Bill ‘On Employment of Renewable Energy Sources in Electricity Generation’ had been composed pursuant to the decree of President Ilham Aliyev dated 29 May 2019.

Head of the Electrical Energy and Energy Efficiency Department of the Ministry of Energy Alasgar Hasanov, in turn, told the assembled how the Bill would define the legal, economic and organisational basics of the use of renewable energy sources in electricity generation whilst also providing a mechanism of promoting and supporting production of electricity from renewable energy sources. Besides, the Bill would be regulating all relations arising in that area.

The attending members of the parliamentary Committee for Natural Resources, Energy and Ecology Asim Mollazade, Nasib Mahamaliyev, Naghif Hamzayev, Iltizam Yusifov, Fatma Yildirim, Mikhail Zabelin and Aliabbas Salahzade found that the tabled Bill was important and adequate to the demands of the day, as it were.

It was recommended at the end of the meeting that the Bill should be tabled for consideration in the first reading at a plenary session of the Milli Majlis.
