Speaker of the Milli Majlis Sahiba Gafarova met with the visiting delegation led by Prime Minister of Tajikistan Qohir Rasulzoda on 25 September.

Speaker Sahiba Gafarova observed that this visit was an important confirmation of our countries’ friendly and trusting relations that are based on mutual respect and support as well as on good neighbourhood. It was said that the relationship has broadened further and been heightened to the level of strategic partnership since our countries gained independence, all in accordance with the will of our peoples which are closely bound with the common national, spiritual and cultural values.

It was further said that our ties have been progressing consistently all those years since the diplomatic relations were established in 1992 and that the visits of President of the Republic of Azerbaijan Ilham Aliyev to Tajikistan and of President of the Republic of Tajikistan Emomali Rahmon to Azerbaijan as well as the regular political dialogue have played a singular role in that process. The Declaration of Strategic Partnership between the Republic of Azerbaijan and the Republic of Tajikistan occupies a special place in the extensive treaty and legal framework of bilateral interaction.

The successful advancement of countries co-operation on various platforms was mentioned then. Azerbaijan has been a full member of the Consultative Meeting of the Heads of State of Central Asia since 2025, following President Ilham Aliyev’s participation of the 5^th meeting in the format as a special guest invited by President Emomali Rahmon in Dushanbe in 2023. The 17^th Summit of the Organisation of Economic Cooperation took place in Khankendi in July 2025 with the President of Tajikistan having taken part in it. It was of especial significance to Azerbaijan that that summit was held in Garabagh, in Khankendi.

The meeting saw an exchange of views upon issues of increasing the volume of trade between the two countries, promoting economic relations and cultural and humanitarian co-operation, and about also the growth prospects of the inter-parliamentary connections and other subjects. It was said that the interaction of our Parliaments is one of the factors which have important and favourable influence on the bilateral and multilateral relations of our countries. Very effective ties have been established between our Parliaments by today; the inter-parliamentary friendship groups interact with successfully whilst there are sound opportunities to continue deepening that co-operation. As the conversation went on, the Speaker informed the guests of the history of Azerbaijani Parliament, the structure of the modern Parliament and its international activities.

Recalling fondly her visits to Tajikistan in 2022 and 2024 then, the Speaker of the Milli Majlis turned to the significance of the meetings and discussions held there. The Speaker underlined the significance of the signing of the Co-operation Agreement between the Milli Majlis of the Republic of Azerbaijan and the Majlisi Oli of the Republic of Tajikistan in Baku in March 2022.

The Speaker of the Milli Majlis made the guests aware of the restoration work apace in the de-occupied territories and of the people returning to their native parts.

Thanking for the meeting, Prime Minister of Tajikistan Qohir Rasulzoda shared his impressions from the meeting with President Ilham Aliyev before remarking that his country attaches great importance to furthering the links with Azerbaijan. According to the Prime Minister, Baku’s having turned into a venue for important international events is a sign of high-level stability arrangements and socio-economic development in Azerbaijan.

As he talked contentedly about the successes that Azerbaijan secured under the leadership of President Ilham Aliyev, the guest said that the initialling of the peace treaty with Armenia was a remarkable success.

The guest proceeded to voice his thoughts about the progress of the two countries’ ties in transport, tourism and humanitarian affairs, about their co-operation in international and inter-parliamentary organisations and about also the significance of parliamentary diplomacy. It was said that the launch of direct flights between Baku and Dushanbe as well as the implementation of bilateral projects bore well on the growing volume of trade between the two countries, which signifies a successful fulfilment of the instructions given by the Heads of State.

They also exchange opinions about other matters of shared interest.
