The Bill on Shusha Town Discussed at a Joint Link-Up of Milli Majlis Committees
The Milli Majlis committees for culture, for law policy and state-building, for economic policy, industries and enterprising, and for regional affairs had a joint videoconference on 26 May.
Chair of the Culture Committee Ganira Pashayeva tabled the second reading of the Bill ‘On the Town of Shusha, the Cultural Capital of Azerbaijan’, saying that that historic draft law had had an extensive first reading and that the proposals made by the MPs then would be incorporated into the documentation on enforcing the new law once it was enacted.
First Deputy Chair of the Milli Majlis and Chairman of the Law Policy and State-Building Committee Ali Huseynli spoke about the legal aspects of the Bill and noted that the idea of the Bill came from Mr President himself. In effect, the Bill is one about a state preserve; it conforms to the law legislation techniques and, in essence, embodies Mr President’s outlook on the future and on the protection of the town of Shusha. It may prove necessary eventually to pass a number of new laws to regulate the matters covered in the Bill at hand, according to Mr Huseynli.
Chairman of the Economic Policy, Industries and Enterprising Committee Tahir Mirkishili touched upon the economic aspects and working mechanisms of the draft law. He also made several remarks and proposals.
The matters that can arise from the future law’s enforcement, the return of the town’s population and the eventual local municipalities’ perspective work were the subjects covered by the speech of Chairman of the Committee for Regional Affairs Siyavush Novruzov.
It was recommended in the end that the Bill ‘On the Town of Shusha, the Cultural Capital of Azerbaijan’ should be tabled for the second reading at a plenary sitting of the Milli Majlis.
The deputies of the Milli Majlis Novruz Aslanov, Javanshir Feyziyev, Ali Masimli, Fazil Mustafa, Aziz Alakbarli, Elshan Musayev, Ulviya Agayeva and Ulviya Hamzayeva were present at the link-up, too.
