At the Meeting of the Sciences and Education Committee

The Chairman of the parliamentary Sciences and Education Committee Bakhtiyar Aliyev began the online meeting of the Committee held on 3 June by tabling the report on the work done during the 2021 spring session of the Milli Majlis. Mr Aliyev told of the eight committee meetings held, the fifteen matters processed and the issues contained in the relevant work plan resolved duly. It is only the Tertiary Education Bill that is in the works still; the new edition of it is to be brought before the Committee soon enough.

The MPs were told that the meetings held during the reported period covered such matters as protecting citizens’ constitutional rights and improving their social situation as well as provision of broader education opportunities and strengthening the state support extended to the vulnerable social groups. The committee members were not only working on legislative matters but also paid special attention to addressing the problems raised at their surgeries with the electors. The Committee received, processed and reacted to 93 appeals in the spring session. All the committee members were actively involved with the international parliamentary organisations including the working groups for interparliamentary connexions despite the pandemic situation.

Deputy Committee Chairman Musa Gasimli and the MPs Anar Iskandarov, Aghiya Nakhchivanli, Jeyhun Mammadov, Etibar Aliyev and Isa Habibbayli endorsed the annual work report during the discussion that followed.

Then, the Committee turned to the first reading of the Bill that contains amendments to the following laws: ‘On the status and Social Protection of the Chernobyl Disaster Liquidators with Damaged Health’, ‘On the Immune Prophylactics of Infectious Diseases’, ‘On the Narcological Service and the Narcological Control’, ‘On the (Special) Education for Persons with Health Limitations’, ‘On the State Care of Diabetes Mellitus Patients’, ‘On Blood and Blood Component Donation, and the Blood Service’, ‘On the State Care of Persons with Hereditary Blood Diseases – Haemophilia and Thalassemia’, ‘On the Targeted State Social Aid’, ‘On Social Benefits’, ‘On the Oncological Aid’, ‘On the Social Service’, ‘On Culture’, ‘On the Compulsory Periodic Paediatric Wellness Checks’, ‘On Preschool Education’, ‘On Employment’ and ‘On Vocational Education’.

The Committee Chairman described the Bill as being wholly aimed at providing the citizens with the services of a yet higher quality and at boosting the state care of the handicapped persons.

Head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev who introduced the Bill at the committee meeting specified that the amendments contained therein were predominantly about the implementation of percentage indicators in determining disability and the introduction of the cutting-edge international practice and standards to the national legislation.

The MPs Kamila Aliyeva, Parvin Karimzade, Etibar Aliyev, Jeyhun Mammadov, Mushfig Mammadli and Shahin Seyidzade shared their considerations and made suggestions. Subsequently, the Committee recommended that the Bill should be tabled for the first reading at a plenary sitting of the Milli Majlis.

The other Sciences and Education Committee members Ulviya Agayeva, Tamam Jafarova, Eldar Guliyev and Fatma Yildirim as well as other officials were taking part in the video link-up.
