Speaking at the meeting of the Milli Majlis Committee for Natural Resources, Energy and Ecology on 18 June, Committee Chairman Sadig Gurbanov announced the first-reading Bill ‘On the Rational Use of Energy Resources and Energy Efficiency’ had been put on the agenda. The document had arrived at the Milli Majlis by way of the legislative initiative of the President of the Republic, it was said.

Alasgar Hasanov, Head of the Electrical Energy and Energy Efficiency Department at the Ministry of Energy, shared the information about the Bill. He said that it defined the legal, administrative and economic foundations for the rational use of energy resources and energy efficiency. Besides, the document was intended to regulate the relevant activities of state agencies, natural persons and legal entities, and to govern also the pertaining relations arising amongst them.

The draft law that consists of eight chapters and twenty-three articles lays down the principal goal and agenda of the state in rational use of energy resources and in energy efficiency. The document also embraces the issues concerning organisation and promotion of energy efficiency services and the matters of ensuring the effectiveness of accounting, storage, transfer, distribution and supplying of generated energy. Furthermore, the bill encompasses such topics as information provisions, enlightenment, international co-operation and state control in the area of rational employment of energy resources and maintenance of energy efficiency.

Deputy Committee Chairman Asim Mollazade and Committee members Mashhur Mammadov, Nasib Mahamaliyev, Iltizam Yusifov, Fatma Yildirim and Naghif Hamzayev shared their views, remarks and proposals concerning the document.

The attending Deputy Minister for Energy Samir Valiyev, Deputy Vice President of the State Oil Company of the Azerbaijan Republic Nusrat Aliyev and Chief of Staff of Azerenerji OJSC Vugar Aliyev as well as other experts underlined the importance of the Bill. They talked about increasing the efficiency in generation and consumption of energy resources, and in improving the condition of the environment. The Bill would, once made a law, play a serious role in the progress of the reforms being implemented in those areas, the speakers pointed out.

The other Committee members Afat Hasanova, Anar Mammadov, Aliabbas Salahzade and Mikhail Zabelin were taking part in the meeting, too.

It was recommended in the end that the Bill ‘On the Rational Use of Energy Resources and Energy Efficiency’ should be tabled in the first reading at a plenum of the Milli Majlis.
