A Meeting with Chairmen of Turkish Municipalities at Milli Majlis

Members of the parliamentary Committee for Agrarian Policy and Regional Issues met with the delegation led by Hayrettin Güngör, chairman of the Great City Municipality of Kahramanmaraş at the Milli Majlis on 2 September.

The delegation are visiting in Baku on behalf of the Association of Municipalities of Turkey.

Chairman of the Azerbaijani parliamentary committee Tahir Rzayev greeted the visitors and spoke about the friendly and fraternal relations between our countries and nations as well as about the bilateral co-operation expanding with each passing day. He underlined the tremendously high appreciation in Azerbaijan of the moral and political support from the Turkish people and state at the time of the 44-day Patriotic War in autumn last year. The unity of Azerbaijan and Turkey is a model for the whole world, according to Mr Rzayev.

In turn, the leader of the Turkish delegation and chairman of the Union of Historic Towns of Turkey and of the Great City Municipality of Kahramanmaraş Hayrettin Güngör disclosed the purpose of their visit. According to Mr Güngör, there is an intention to exchange local self-government experience, deepen co-operation and discuss the existing prospects.

Mr Güngör touched on the local self-government bodies of Turkey and let the Azerbaijani MPs know some of his thoughts about co-operation.

Then, Chairman of the National Association of City Municipalities of Azerbaijan Tamraz Taghiyev informed the assembly of the attendance of the event of the city municipalities that had been held in Ankara towards the end of August. He also told of the steps to learn the Turkish experience with its subsequent implementation in our country.

Deputy Chairman of the parliamentary committee Elshan Musayev and the MPs Azer Badamov and Kamran Bayramov taking part in the meeting underlined the importance of achieving a high level of co-operation between the municipalities of our countries. The speakers then said that the periodical exchanges were crucial and pointed at the substantial role that the municipalities of Turkey would have the opportunity of playing in the evolution of the municipality institution in the liberated territories of the country as our compatriots would get back there.

The visiting delegation’s chairman of the Şırrnak municipality Mehmet Yarka and chairman of the Yozqat municipality Cemal Köşe stressed their pride with Azerbaijan’s victory in the Patriotic War and voiced a confidence in the co-operation between municipalities going to prove efficient.

Tahir Rzayev shared with the guests the ample information about the structure of the Milli Majlis, the history of formation and evolution of the municipality institution in our country, the law-making concerning local self-government bodies, the state care extended to those, the work done by the state body responsible for the administrative control of the municipalities’ work and other matters.

There was a broad exchange of opinions at the meeting the other participants of which were the members of the Milli Majlis Aydin Huseynov, Emin Hajiyev and Sabina Khasayeva, Deputy Secretary General of the Association of Municipalities of Turkey Kayhan Özüm and the Association employee Yunus Biçer as well as Executive Secretary of the National Assembly of City Municipalities of Azerbaijan Tofig Hasanov.
