Milli Majlis Autumn Session’s First Committee Meeting
The Milli Majlis Committee for Sciences and Education held a meeting online as a part of the 2021 autumn parliamentary session on 8 September.
Committee Chairman Bakhtiyar Aliyev congratulated the MPs on the start of the autumn session and wished them success. Once the agenda had been adopted, he moved on to its first item being the committee performance account covering the extraordinary parliamentary session of 1 June to 9 July 2021.
Mr Aliyev noted as he was introducing the account that the session in question had seen three committee meetings and that the tabled draft laws had been discussed and recommended for presentation at the plenary sittings of the Milli Majlis.
During the extraordinary session, the Committee examined thoroughly the incoming applications, letters and requests, looked into the matters raised and went on to take the appropriate action and approaching relevant agencies for resolution of the highlighted issues. The MPs who serve on the Committee held their surgeries in keeping with the quarantine requirements and took the constituents’ agendas with care and attention in the report period.
Deputy Chairman of the Committee for Sciences and Education Musa Gasimli and a Committee Member Isa Habibbayli commented on the account, which they found to be satisfactory. They said that the committee members were in close contact with the constituents whilst abiding by the quarantine regulations, showed social and political activity and covered certain matters in the press periodically in the discussed period.
Then, the meeting proceeded to the second agenda item, namely, the Sciences and Education Committee’s work plan for the autumn session of the Milli Majlis. The chairman of the committee who covered that item said that the plan included the drafting of the two new Bills – ‘On Tertiary Education’ and ‘On Patriotic Education’. Both drafts are to be discussed at the eventual committee meetings.
The prepared Tertiary Education Bill conforms to the first reading requirements conceptually and has been added to the committee work plan.
Next, Bakhtiyar Aliyev informed the meeting participants about the drafting of the Patriotic Education Bill, saying that the parliament had worked intensively in the past period pursuant to the recommendation to take legislative steps in respect of patriotic education of the youth that President Ilham Aliyev made in his programme speech at the first sitting of the 6th-convention Milli Majlis. The Milli Majlis began to draw up the Patriotic Education Bill following that recommendation.
Bakhtiyar Aliyev shared his thoughts about the conceptual implications of the Bill and about the other items on the agenda of the meeting.
Deputy Committee Chairman Musa Gasimli and Committee Members Jeyhun Mammadov, Etibar Aliyev and Parvin Karimzade as well as Head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev expressed their views of the work plan and let their proposals be known. The speakers emphasised the special import of the work done on the Patriotic Education Bill in light of the Glorious Victory won in the Patriotic War thanks to the valour of our patriotic youth.
The MPs Tamam Jafarova, Kamila Aliyeva, Rafael Huseynov, Anar Iskenderov, Eldar Guliyev, Mushfig Mammadli, Aghiya Nakhchivanli, Shahin Seyidzade and Fatma Yildirim took part in the committee link-up as well.
