At the Meeting of the Health Committee
The Milli Majlis Committee for Health held a meeting under Committee Chairman Ahliman Amiraslanov on 13 September.
First, the Committee looked at its performance report covering the 2021 spring and extraordinary sessions of the Milli Majlis. Mr Amiraslanov noted that there had been 13 committee meetings, 24 items had been considered and all of the 12 Bills put through their readings had been passed at the Milli Majlis plenary sittings during the report period.
In the same time-span, the Committee received and processed close to 150 applications and complaints. Besides, the Committee held an extended hearing on the coronavirus infection situation in the country, the vaccination and the other current jobs.
The 2021 autumn parliamentary session work plan of the Health Committee was the second item on the agenda. The Committee Chairman informed the meeting participants of the forthcoming consideration of the Reproductive Health Bill and the planned hearings on the following subjects: ‘The current coronavirus (COVID-19) situation in the country and the steps being taken’, ‘Amending the regulatory by-laws in connexion with the implementation of compulsory medical insurance’, ‘The current state and prospects of the medical assistance to oncology patients’, ‘Optics and the Optician Practice’ and ‘The Cardiac and Blood Circulation Deficiency Diseases’.
Next, the Committee considered two Bills presented for the first reading.
One of the Bills contains amendments to the Population Health Care Law that are put together to provide a legal framework for adoption of the tariffs for the paid public services of state-owned medical institutions where such services are not encompassed by the compulsory medical insurance. Mr Amiraslanov commented that, pursuant to the amendments to Article 10 of the Law, both the tariffs on the medical services outside the package of paid public services provided by state medical institutions as defined in the Medical Insurance Law and the tariffs on the medical services to those citizens who are not insured under the said Law shall be affirmed by an authority (institution) designated by the appropriate executive authority.
As for the Bill that contains amendments to the Civil Code and to the Laws ‘On Insolvency and Bankruptcy’, ‘On Execution’, ‘On banks’, ‘On Theatre and Theatrical Activities’, ‘On the Insurance Practice’, ‘On the Special Economic Treatment of the Export-Oriented Petroleum Operations’ and ‘On Employment’, this draft law has been prepared in the context of ensuring financial stability of the compulsory medical insurance implementation in the health care system. Besides, the Bill addresses certain matters concerning the compulsory medical insurance fees.
Deputy Committee Chairman Rashad Mahmudov and the Committee members Sadagat Valiyeva, Malahat Ibrahimghizi, Ilham Mammadov, Kamila Aliyeva and Soltan Mammadov shared their ideas and proposals regarding the agenda items.
The MPs recommended that both Bills should be tabled at a plenary sitting of the Milli Majlis.
It should be mentioned that the MPs Kemaleddin Gafarova, Ulvi Guliyev, Mushfig Mammadli and Anatoly Rafailov as well as other officials were taking part in the meeting.
