At the Culture Committee Meeting

Chair of the Milli Majlis Culture Committee Ganira Pashayeva opened the committee meeting held on 14 September by informing the participants of the agenda.

That was followed by a discussion of the Committee performance report covering the 2021 spring and extraordinary missions of the Milli Majlis.

Ganira Pashayeva recalled the 14 committee meetings and the 17 items including 7 Bills processed at them. She said that all the Bills that had gone through the Committee had been passed at the plenary sessions of the Milli Majlis ultimately. Also in the reported period, the Committee had received 2,103 letters, proposals and complaints, and had forwarded 1,554 of them to the concerned agencies for subsequent solution. Besides, Mrs Pashayeva said, the Committee had been receiving citizens in general and creative people in particular, had furthered the current co-operation with cultural organisations in Azerbaijan and the Turkic World alike and, last but not least, had taken care of other events and arrangements.

The second item on the agenda that followed was the Committee work plan for the 2021 autumn session, following which the Committee is to look at the Bill ‘On Preserving and Developing the Azerbaijani Art of Mugam’ and several other Bills yet to arrive at the Committee. Drawing up relevant opinion statements and proposals will in the focus. On the other hand, it is planned to hold a string of sessions, most importantly, an extended Milli Majlis hearing of the Cultural Strategy composed as instructed by President Ilham Aliyev.

Then, the Committee considered the first-reading package of amendments to the Laws ‘On Insolvency and Bankruptcy’, ‘On Execution’, ‘On banks’, ‘On Theatre and Theatrical Activities’, ‘On the Insurance Practice’, ‘On the Special Economic Treatment of the Export-Oriented Petroleum Operations’ and ‘On Employment’. Remarking on the draft amendments to the Law ‘On Theatre and Theatrical Activities’, Mrs Pashayeva let it be known that the Committee was to produce an opinion statement on them. The draft amendments have to do with the implementation of the compulsory medical insurance in this area and, at the same time, it is concerned with the compulsory medical insurance fees payable to supply the facility with steady financial provisions.

Deputy Chairman of the Culture Committee Fazil Mustafa, the Committee members Nizami Jafarov, Javanshir Feyziyev, Aziz Alakbarov and Ulviya Hamzayeva as well as Head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev took part in the deliberations. The speakers voiced their high evaluations of the report drafted by the Committee and lauded the care taken of creative people. They also shared their thoughts and proposals regarding the agenda items. The MPs recommended that the Bill on the agenda of the meeting should be tabled at a plenary sitting of the Milli Majlis.
