TURKPA Commissions Meetings are Held

Four commissions of the TURKPA held their online meetings on 20 September ahead of the forthcoming 10th plenary session of the Assembly.

The chairman of a Milli Majlis Committee and of the TURKPA Commission on Environment and Natural Resources Ahliman Amiraslanov said opening the sixth commission meeting that the Assembly states kept in their focus the issues related to ecology as one of the critical areas having experienced the impact of the coronavirus. During 2020 and 2021, the Commission has been holding various online events of the most pressing global and regional topicality discussed with MPs and experts off the TURKPA member-states, international institutions and relevant organisations. As for the agenda of the current meeting, it is about a videoconference ‘Management of Water Resources and Soils’ and seminars intended to deliberate upon the model draft law ‘On the Rational Use of Energy Efficiency and Energy Efficiency.’

Reports on the above subjects were heard, discussions were conducted and recommendatory resolutions were considered at the commission meeting. The Commission took benevolently to the idea of being renamed as ‘The Commission on Environment, Natural Resources and Health Care’.

 A member of the Milli Majlis Sadagat Valiyeva was taking part in that meeting as well.

The eighth meeting of the TURKPA Commission on Legal Affairs and International Relations, too, held remotely, was presided over by Deputy Chairman Sauytbek Abdrakhmanov (Kazakhstan) who began it by tabling the draft keynote report of the Commission on ‘Promotion of Tourism amongst the TURKPA Member States: the impact of the COVID-19 pandemic and the prospects’.

That was followed by the draft recommendatory resolutions regarding that subject.

As he was introducing those documents, Mr Abdrakhmanov told the meeting participants of the work done by the four fraternal states of the Assembly by means of parliamentary diplomacy. He stressed the importance of working on promotion of co-operation amongst our parliaments and perfecting the national legislations with drawing strength from our historical unity. The tangible results of the cultural and humanitarian bonds going stronger were referenced as well. The deputy chairman of the Commission also noted that promotion of tourism between the TURKPA countries would prove useful for all the parties concerned.

The draft Regulations on the TURKPA Model Law, on the Women Parliamentarians’ Group and on the Young Parliamentarians’ Group were discussed at the meeting.

MP Javanshir Feyziyev of the Milli Majlis put forth several proposals regarding tourism whilst his colleague Malahat Ibrahimghizi voiced her suggestions concerning the Women Parliamentarians’ Group.

The Milli Majlis members Agalar Valiyev and Fazil Mustafa joined the meeting of the TURKPA Commission on Economic Co-operation.

Commission Chairman and a Kazakh MP Amerkhan Rakhimzhanov broached the subject of the work that the Turkic states are doing to combat the COVID-19 pandemic and referred to the period’s highlights in the TURKPA region – most notably, Azerbaijan’s victory in the 44 days’ Patriotic War.

Item I on the agenda of the meeting was a draft keynote report on the Commission meeting that had been held to the experience of supporting ‘green economy’, innovations and digitalisations legislatively. The Commission members emphasised that such new areas as ‘green economy’, digitalisation of economy and e-commerce presented the key trends of the modern time. The draft was approved in the end.

The contribution of the Milli Majlis of the Azerbaijan Republic to composing the draft model law ‘On e-Commerce’ was highlighted as the document was put forth for discussion.

The deliberations were followed by the approval of draft recommendatory resolutions of the Commission meeting regarding legislative support for ‘green economy’, innovations and digitalisation.

The Azerbaijani MPs Agalar Valiyev and Fazil Mustafa talked about the subjects on the agenda. They underlined the great value of the presented drafts given the background of modern challenges and told the meeting participants of the steps Azerbaijan is taking in ‘green economy’, especially, in our de-occupied territories.

The eight meeting of the TURKPA Commission on Social, Cultural and Humanitarian Affairs that was held remotely as well was chaired by Deputy Chair of the Commission and Azerbaijani MP Nizami Jafarov.

Approval of the agenda was followed by a discussion of the keynote report ‘On the Social Situation in the Rural Areas of the TURKPA Member States Amidst the Pandemic’. Mr Jafarov, who was informing the assembly of the draft report, pointed at the importance of providing incentives to young farmers and businesswomen in the context of addressing the social problems that had arisen and become acute in the member-states – especially so in their rustic regions. The above-said report was approved following the discussion and at the suggestion of the Turkish Side, with MP Nizami Jafarov being entrusted with the tabling of the document at a plenary sitting of the Milli Majlis.

Next, the Commission discussed the draft model laws ‘On Cinematography’ and ‘On Cinematography and Overseas Investment Raising for Production of Audio-Visual Pieces’, both presented to the Commission members by Head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev. As Mr Valiyev said, the Bills envisaged both an action to stimulate production and circulation of films within the TURKPA areal, popularise and protect the art of cinematography with promotion of youth cinematographic creativity and attraction of foreign investments crucial for cinematographic progress. The MPs approved the Bills.

Then came the turn of the last agenda item, which was a draft of recommendatory resolutions of the Commission Meeting ‘On the Social Situation in the Rural Areas of the TURKPA Member States Amidst the Pandemic’. The draft was discussed and approved duly.

Organisational matters were addressed at the online sessions of all the Commissions as well: topics were determined for forthcoming seminars and venues, times and agendas of the next commission meetings were set.
