A Bill ‘On Independence Day’ is Drawn Up

The Law Policy and State-Building Committee of the Milli Majlis had a meeting on 6 October.

The Committee Chairman and First Deputy Chair of the Milli Majlis Ali Huseynli began by putting before the participants the Bill (in the first reading) ‘On the Independence Day’.

On 18 October, the Constitutional Law ‘On the State Independence of the Azerbaijan Republic’ will be thirty years; it is for the first time since 1991 that the people of Azerbaijan will be marking the holiday in a completely new situation, what with their being the victors who made their country whole again, Mr Huseynli was saying. This Bill, which had arrived bearing the signature of the President of Azerbaijan, is extremely important politically as well as historically speaking now that our lands are free again and the territory of the country is intact. Having said that, Mr Huseynli explained that the document that the Committee members had been invited to discuss contained more exacting formulations of the days of independence and of regained independence. Specifically, it is suggested that the 28th of May should be declared the Independence Day and the 18th of October the Regained Independence Day.

Deputy Chairman of the Law Policy and State-Building Committee Gudrat Hasanguliyev talked about the timeliness of the Bill and its significance for the national independence history.

The attending Chairman of the Human Rights Committee Zahid Oruj, too, shared his thoughts about the Independence Day Bill. He pinpointed its meaning in view of the victory in the Patriotic War and in the context of our statehood history.

The Committee members Tahir Karimli, Erkin Gadirli, Azay Guliyev, Kamal Jafarov, Nizami Safarov, Bahrouz Maharramov, Elshan Musayev and Vugar Iskandarov commented on the document as well. They also made their own relevant proposals be known. The MPs recommended that the Bill should be brought before the Milli Majlis in the first reading at a plenum.

The other three Bills on the agenda of the meeting were addressed subsequently.

Ali Huseynli said that the next two ones, both in the first reading, were on the technical side. Specifically, the draft amendments to the Courts and Judges Law have to do with recording the jobs seniority of the judges appointed following the special procedure and adding that to their previous lawyer’s track records. As for the draft amendments to the Code of Administrative Offences, they are intended to tighten the controlling arrangements to detect and discourage illegal business enterprising.

Next came the third Bill, which was about implementing the compulsory medical insurance and contained the second-reading amendments to the Civil Code and to the laws ‘On Insolvency and Bankruptcy’, ‘On Execution’, ‘On Banks’, ‘On Theatre and Theatrical Activities’, ‘On the Insurance Practice’, ‘On the Special Economic Treatment of the Export-Oriented Petroleum Operations’ and ‘On Employment’.

Opinions and suggestions came from Deputy Chairman of the Law Policy and State-Building Committee Gudrat Hasanguliyev and the Committee members Amina Agazade, Nurlan Hasanov, Kamal Jafarov, Nizami Safarov, Tahir Karimli and Azay Guliyev as the three drafts were discussed. Ultimately, it was recommended to table all the three documents at a plenary sitting of the Milli Majlis.

The MPs Jabi Guliyev, Mader Musayev and Sabir Hajiyev as well as other officials also took part in that meeting.
