Independence Day Bill Deliberations Continue at Milli Majlis

Speaker of the Milli Majlis Sahiba Gafarova chaired at a scheduled plenary parliamentary sitting held on 12 October.

The MPs Jeyhun Mammadov, Razi Nurullayev, Tahir Karimli, Fazil Mustafa, Iltizam Yusifov, Amina Agayeva, Jabi Guliyev, Tural Ganjaliyev, Bahrouz Maharramov and Shahin Ismayilov took part in the discussion about the issues du jour. They talked about the social and political highlights occurring in the country ahead of the first anniversary of the Victory, the building work afoot in the liberated provinces and the care of the Azerbaijani youth’s abroad studies. The MPs also addressed the constituents’ issues concerned with the state of affairs in the health care system and intercity passenger haulage, the problems with irrigation resources up country, the near-accident condition of several school buildings, the slow Internet connection in remote villages and so forth.

Then, Chair of the Milli Majlis Sahiba Gafarova told the House that today’s agenda only consisted of one item and that was the second reading of the Independence Day Bill.

It was First Deputy Chair of the Milli Majlis and chairman of the Law Policy and State-Building Committee Ali Huseynli who tabled the draft in the second reading. He thanked all the fellow-deputies who had spoken at the first reading, adding that the contents, the logic and the necessity of the Bill, submitted to the Parliament as the Azerbaijani President’s legislative initiative, had been interpreted and communicated to the Azerbaijani society properly.

The thoughts and proposals put forth when the Law Policy and State-Building Committee had been discussing the Bill and concerning the law preamble, technical edits and so on have already been accommodated with the legislative initiative subject and incorporated in the new version of the document. Ali Huseynli let the House know of those changes; he also commented on several considerations the MPs had expressed at the first reading.

Mr Huseynli’s presentation was followed by the deliberations on the second reading of the Independence Day Bill. Before that, the Bill had been approved on the merit.

Ideas and suggestions came from Deputy Chair of the Milli Majlis Fazail Ibrahimli and the MPs Sabir Rustamkhanli, Nizami Jafarov, Aziz Alakbarov, Isa Habibbayli, Fazil Mustafa, Zahid Oruj, Musa Gasimli, Gudrat Hasanguliyev, Tahir Mirkishili, Sahib Aliyev, Hikmat Mammadov and Erkin Gadirli.

Ali Huseynli expressed his attitude to the MPs’ commentaries and answered their questions. He said that the proposals made at the second reading, too, would be communicated to the legislative initiator.

Subsequently, the Independence Day Bill was voted on, first article by article and then as a whole; the Bill was passed in the second reading.

There, the sitting of the Milli Majlis was over.
