At the Meetings of the IACIS

The Joint Commission at the IPA CIS for the Harmonisation of National Laws Related to Security, Countering Emerging Threats and Challenges, the IACIS Permanent Commission on Defence and Security Issues and the IACIS Permanent Commission on Legal Issues held their respective meetings remotely on 28 October.

The model Bills c/w amendments put on the agendas, proposals regarding model law-making and organisational affairs were talked over at the meetings. Commission chairs and deputy chairs were elected, and the times and draft agendas of the next scheduled meetings of all the three Commissions were approved.

First, there was the meeting of the Joint Commission at the IPA CIS for the Harmonisation of National Laws Related to Security, Countering Emerging Threats and Challenges. The Azerbaijani MPs Arzu Naghiyev and Aydin Mirzazade took part in it.

The Joint Commission reviewed the model Bill ‘On Public Security’. They also discussed, amongst other things, the model statutes and draft documents regarding the military police service in the IACIS member-states, strengthening border security and prevention of the use of radioactive and chemical substances and pathogenic biological agents for terrorism purposes. A number of relevant decisions were made.

At the meeting of the IACIS Permanent Commission on Defence and Security Issues, adoption of the agenda was followed by consideration of organisational matters with Deputy Chair of the Milli Majlis/Chairman of the Milli Majlis Youth and Sports Committee Adil Aliyev re-elected as the Commission’s Deputy Chairman.

Then, the parliamentarians reviewed several documents included in the agenda. Namely, they looked at the draft documents concerning drafting model laws (and amending such models) ‘On National Security’, ‘On a Unified System of Alerting Emergency Response Operative Services’, ‘On Border Security’, ‘On the State Border’, ‘On Frontier Entities (Forces)’ and ‘On the Prevention of ICT Violations’. Besides, the Permanent Commission deliberated upon the proposals regarding the 2023-2025 Model Law-Making Perspective Plan for the CIS Member States.

Our MP Aydin Mirzazade spoke at the meeting. He put forth several proposals, for instance, that the term ‘national interests’ used in the considered documents should be clarified and concretised and, on another note, that food security should be sub-paragraphed in the paragraph on security.

Election of a chairman and a deputy chairman took place at the remote meeting of the IACIS Permanent Commission on Legal Issues as well. The member of the Milli Majlis Amina Agazade was re-elected as Deputy Chair of the Commission.

The model law ‘On the Contract Law (the General Provision)’ was examined then. Also, the Commission discussed the progress made in the work on the following model draft laws put on the agenda: ‘On Financial Agreements’, ‘On the Obligation Completion Rules’, ‘On the Insurance Practice’, ‘On Funds’, ‘On Protection of the Consumer Rights’ and ‘On Countering the Cybercrime’. Furthermore, the Commission turned to the draft charter of the International Institute of Monitoring of Democracy and Parliamentarism Development and Provision of Citizens’ Electoral Rights in the IPA CIS Member Nations as well as the draft charters of the Institute’s branches and representation outposts.

With that, the meetings of the IPA CIS Permanent Commissions were over.
