At the Meeting of the Milli Majlis

Chair of the Milli Majlis Sahiba Gafarova presided over the scheduled plenary sitting of the Parliament on 22 December.

The 5-item agenda was approved first, whereafter the MPs Razi Nurullayev, Zahid Oruj, Fazil Mustafa, Aziz Alakbarov, Siyavush Novruzov, Sahib Aliyev and Ali Masimli commented on the current issues of the day. They stressed the importance of keeping up the national unity that was there during the 44-day Patriotic War. They also offered their ideas about the restoration and building work that follows the victory, and commended on the active involvement of the local mass media in the information combat during the war. The MPs talked about the fate of our compatriots evicted from the present-day territory of Armenia in the Soviet times and stressed the importance of restoring their rights to them. Besides, the speakers referred to arranging a hearing on the coronavirus and of other subjects that matter.

The draft amendments to the Law ‘On Accountancy’ were tabled for the third reading as the deliberations began and went in accordance with the agenda. The presenting Chairman of the parliamentary Committee for Economic Policy, Industries and Enterprising Tahir Mirkishili mentioned the document being aimed at streamlining the accounting in commercial enterprises, especially, in small and medium ones. The MPs heard him out and approved the Bill in the third reading then.

Mr Mirkishili tabled the next two agenda items because they are interlined. First was discussed the need to abolish the Law of the Azerbaijan Republic ‘On the Nominal Financial Unit’. It was mentioned that the minimum monthly salary had been used in Azerbaijan to calculate state and one-time duties, fines, financial sanctions and other fees and payments until 1 January 2001. The Law in question, then, was enacted on 26 December 2000.

Next, the MPs told that the nominal financial unit had been replaced with absolute figures starting in 2008 thanks to the financial stability maintained in the country. The concerned codes, laws and other legislative acts of the Azerbaijan Republic had been amended regularly; other steps had been taken with the purpose of discontinuing the use of the very concept of nominal financial unit. Right now, there is no need in the Law ‘On the Nominal Financial Unit’ anymore; hence, the law is going to be abated.

The ‘nominal financial unit’ expression is also being deleted from the five laws in which it is quoted, namely, ‘On the Legal Protection of the Azerbaijani Folklore Specimens’, ‘On Counter-Corruption’, ‘On Banks’ and ‘On the Administration of the Municipal Lands’. Last but not least, the wording is being erased from the Civil Code, too.

After the comments on the Bills had been heard, they were put on vote and approved by the Milli Majlis one by one.

The draft amendments to the Customs Authority Service Charter approved by the law No 768-IQ dated 7 December 1999 were presented for the second reading by MP Mahir Abbaszade of the Milli Majlis Committee for Economic Policy, Industries and Enterprising. He mentioned that all the questions asked during the first reading had been answered and that no further ideas regarding the Bill had come from the MPs then.

Having heard the document brief, the Milli Majlis put on the Bill on vote and approved it in accordance with the second reading procedural rules.

At the end of the sitting was considered the amending of the Law ‘On the Institution of the Orders and Medals of the Azerbaijan Republic’ in connection with the introduction of the jubilee medal ‘The 15th (2005-2020) Anniversary of the Ministry of Emergencies of the Azerbaijan Republic.’

First Deputy Chair of the Milli Majlis and Chairman of the parliamentary Committee for Law Policy and State-Building Ali Huseynli who tabled the Bill remarked that the personnel of the Ministry of Emergencies demonstrated commitment and self-disregard under conditions of war, for instance, whilst clearing away the wrecks in Ganja, Terter, Barda and other places. Incidentally, the design of the new medal to mark the 15th anniversary of the ME is to contain the national emblematic elements. The institution of this medal will come as a valuable addition to the existing orders and medals of Azerbaijan.

MP Razi Nurullayev said during the deliberations that he, too, thought the introduction of the new medal a praiseworthy idea.

Then, the MPs approved the Bill in the first reading.    

Summing up on the plenary sitting, Chair of the Milli Majlis Sahiba Gafarova told of the arrival at the parliament on the 21st of December of the 2021 State Budget-related Bills and of the corresponding budgetary envelope. Copies of the documents had been distributed amongst the MPs; the parliamentary committees stood by to begin their discussions, Madame Chair said.

Thereupon the sitting of the Milli Majlis came to a close.
