Sciences and Education Committee Holds First Meeting in 2022 Spring Session

The Sciences and Education Committee of the Milli Majlis held its first spring-session meeting on 18 January.

First of all, Committee Chairman Bakhtiyar Aliyev congratulated the colleagues on the start of the spring session and wished them every success in their work. He proceeded to talk about the committee legislative work plan for the first session of the current year and provided abundant information about the matters that the committee is to process eventually. According to Mr Aliyev, the working group for the Tertiary Education Bill has accomplished its mission. The document will be sent to various concerned offices for opinion statements before the committee begins to discuss it. At the same time, the scope includes drafting the Patriotic Education Bill and discussion of several other draft laws. It is planned for the committee members to join several events in the country as well as abroad.

The spring-session work plan of the committee was endorsed unanimously.

Next, Bakhtiyar Aliyev presented the 2021 autumn session performance report of the Committee. He told the colleagues that the committee had had 6 meetings and had considered 11 items including amendments to the Education Law, the Vocational Training Law and several others. The MPs on the committee had taken an active part in the deliberations upon the 2022 State Budget Bill of the Azerbaijan Republic, besides.

The report period saw the committee receive 129 applications and letters from citizens; those were forwarded to the appropriate departments and agencies so they would be acted upon. The committee members were constantly in touch with citizens and were taking steps to address their issues within their authority scopes. That the incoming correspondence was smaller than it had used to be was because each and every citizen of Azerbaijan is in the focus of the State and the Head of State due to the reforms implemented in the country.

The committee chairman also brought up the recent interview of President Ilham Aliyev to the local mass media in which the leader of the country had emphasised the care being taken of the shahid families, gazies and the people impacted by the war in general – the care that could truly be considered exemplary by all the world standards. In general, Azerbaijan is proposing a relevant model that other states could put to use.

Going further, Mr Aliyev talked about the activities of the committee members in the format of the working groups for inter-parliamentary connexions, their participation of international congresses and other events and their active involvement in the public and political developments in the country in the period of the autumn parliamentary session. Bakhtiyar Aliyev also mentioned his own having attended a number of events in that time – including the official reception in Moscow honouring the first anniversary of our country’s victory in the 44-day Patriotic War.

After that, Deputy Chair of the Sciences and Education Committee Musa Gasimli and the committee members Shahin Seyidzade, Jeyhun Mammadov and Etibar Aliyev commented certain issues related to education and other topics, and put forth their relevant suggestions.

The 2021 autumn session performance report of the parliamentary committee was found to be satisfactory in the end.

The other members of the Sciences and Education Committee Eldar Guliyev, Aghiya Nakhchivanli, Kamila Aliyeva, Rafael Huseynov, Anar Isgandarov, Tamam Jafarova, Afat Hasanova, Fatma Yildirim, Mushfig Mammadli and Parvin Karimzade took part in the online meeting as well.
