A Meeting with World Bank Specialists

Members of the Milli Majlis Economic Policy, Industries and Enterprising Committee had a virtual meeting with the task force for the World Bank’s Medium-Term Expenditure Framework Capacity Building Project on 10 March.

The WB senior public sector specialist and leader of the said task force Ian Hawkesworth began the meeting by mentioning the recent start of the aforementioned WB programme as part of the on-going co-operation with the Ministry of Finance of the Azerbaijan Republic. Mr Hawkesworth introduced the overseas experts responsible for the programme’s target areas and described the programme’s specific features, the agenda of the mission and the programme work arrangements.

The chairman of the above-said parliamentary committee Tahir Mirkishili, in turn, told the meeting participants of the implementation in Azerbaijan of a mid-term expenditure frameworking procedure, the pursuit of a steady-going fiscal policy and the prioritisation of expenditures across sectors.

Members of the parliamentary committee Vugar Bayramov, Mazahir Efendiyev and Aydin Huseynov shared information about how the state budgets of Azerbaijan are wrought, the budgeting process, the procedure following which the Milli Majlis considers and adjusts as necessary the state budget projects and the budgetary control procedures.

The WB people’s questions were answered. Also, there was an exchange of opinions about fostering the growth of fiscal institutions inclusive of budgeting rules and of using mid-term expenditure frameworks and a result-driven budget.
