The chairman of the Natural Resources, Energy and Ecology Committee Sadig Gurbanov announced at the committee meeting called on 27 April that the agenda dealt with the first-reading sets of amendments to the Law ‘On the Rational Exploitation of Energy Resources and the Energy Efficiency’ and to the City Planning & Building Code and the laws ‘On Electricity’, ‘On Gas Supplies’, ‘On Energy’, ‘On the Security of Hydraulic Engineering Installations’ and ‘On the Unity of Measurements’.

First, though, Mr Gurbanov made a point of saying that the 5^th World Azerbaijani Congress – the Victory Congress – held in Baku with the attendance of the president and commander-in-chief of Azerbaijan Ilham Aliyev was one of the most sparkling pages of our history. The committee chairman talked about the significance of that congress.

He then turned to the subject of promoting the international relations of the Milli Majlis under the governance by its leader Sahiba Gafarova who keeps the House informed of this on-going work at the plena.

As regards the amendments to the Rational Exploitation of Energy Resources and the Energy Efficiency Law, Mr Gurbanov told the assembled that the document defining the legal, organisational and economic basics of that sector had been passed on 9 July 2021 and was due to be enacted starting on 1 July 2022. The amendments, meanwhile, are intended to optimise the law and adjust as well as concretise some of its articles. For instance, Article 2.1.1 has it that ‘energy’ (energy resources) applies to energy products of all kinds including fuels, renewable energy, electricity  as well as the heat, aquatic and other forms. Therefore, it is deemed expedient to use the word ‘transportation’ as applied to a number of commodities and fuels (natural gas).

It is proposed to cover the in-operation sustenance costs of the Energy Efficiency Fund from its own resources. There are several amendments on the adjustment side, too, as has already been mentioned.

The committee members Iltizam Yusifov and Nasib Mahamaliyev spoke about the importance of the amendments and then, the committee passed a recommendation that the Bill should be tabled for consideration in the first reading at a plenum of the Milli Majlis.

Sadig Gurbanov moved on to the set of amendments to the City Planning & Building Code and the laws ‘On Electricity’, ‘On Gas Supplies’, ‘On Energy’, ‘On the Security of Hydraulic Engineering Installations’ and ‘On the Unity of Measurements’. He let it be known that those had been prepared in connexion with the effect of the Rational Exploitation of Energy Resources and the Energy Efficiency Law passed on 9 July 2021.

Comments came from Iltizam Yusifov who also made a suggestion regarding the electricity and heat energy distribution requirements.

That Bill, too, was cleared for tabling at a plenum of the Milli Majlis.
