At the GUAM PA Committees’ Meetings

The leader of the Milli Majlis delegation to the GUAM PA Elnur Allahverdiyev and the delegation members Ali Masimli, Gudrat Hasanguliyev and Fatma Yildirim joined the videoconferenced meeting of the GUAM Parliamentary Assembly committees for trade and economic affairs, and for legal affairs on 28 April.

The fourth meeting of the Trade and Economic Affairs Committee took place first; there had been three items put on the agenda. Those were legislative support for economy during hostilities/under emergencies (the topic motioned by Ukraine and Moldova), legislative promotion of implementation of international obligations in connexion with a sanctions’ regime (introduced by all the GUAM states) and the legal acts passed for economic revival of de-occupied territories (a joint initiative of Azerbaijan and Ukraine). The leader of the Milli Majlis delegation to the GUAM PA Elnur Allahverdiyev spoke about the topic proposed by Azerbaijan and Ukraine. He mentioned Azerbaijan’s having liberated its lands from the occupation by Armenia as a result of the 44 days’ Patriotic War, told about the grim aftermath of the occupation and the large-scale work being done to eliminate it and to bring the former IDP back to their homelands. Latest technologies are extensively in use in the restoration work; the green energy concept is being introduced to the region, Mr Allahverdiyev mentioned. He went on to talk about the Azerbaijani parliament’s active involvement in that work before giving a thorough overview of the legislative frameworks being formed for that work. The new economic regions of Garabagh and East Zangazur created in the liberated lands to the decrees of President Ilham Aliyev will provide for their restoration and future evolution, according to the Azerbaijani parliamentarian.

Three items were also tabled at the fourth meeting of the Legal Affairs Committee. Those were solving the problem of social protection inclusive of support to displaced people from a legislative viewpoint at times of hostilities/under emergencies; legal mechanisms for delivery and distribution of humanitarian aid amongst the affected population; and the role of parliaments in addressing humanitarian issues during restoration of de-occupied territories.

Elnur Allahverdiyev commented on the social protection subject. He talked about the Azerbaijanis whom the Armenian nationalism’s course for ethnic cleansing and occupation had made refugees and IDP. He informed the participants of the meeting of the laws, decrees, orders and resolutions that regulate those people’s status, employment and social troubleshooting. Also, Mr Allahverdiyev described the work in progress to ensure the gradual return of the former IDP to their native areas.
