At the Meeting of the Health Care Committee

The Milli Majlis Health Care Committee looked through six agenda items as announced by the committee chairman Ahliman Amiraslanov at the meeting held on 19 April.

Item 1 was the set of first-reading amendments to the Oncological Aid Law and the Law ‘On the State Care of Multiple Sclerosis Patients’.

Both Bills were presented by Seymour Ashrafli of the Humanitarian Legislation Sector of the Social Legislation Department of the parliamentary Staff. The amendments are to sync the laws in question which entitle oncology and multiple sclerosis patients to social benefits and/or retirement pensions with the amendments to the Labour Pension Law and the Social Allowances Law. Ultimately, it is all about strengthening the social protection of such persons, Mr Ashrafli concluded.

The head of the Social Legislation Department Adil Valiyev drew the attention of the meeting participants to the proposed new editions of both laws’ articles 9 that specifically cover social protection of oncology and multiple sclerosis patients.

The committee listened to what MP Rashad Mahmudov and MP Ilham Mammadov had to say about the Bill before recommending that it should be brought before the Milli Majlis plenum in the first reading.

The committee chairman Ahliman Amiraslanov proceeded to table the third-reading Bills containing separate amendments to the laws ‘On the Narcological Service and Narcological Control’, ‘On the Status of Military Personnel’, ‘On the Circulation of Narcotic Drugs, Psychotropic Substances and their Precursors’ and ‘On the Military Duty and Service’ and to the Internal Service Statute of the Armed Forces of the Azerbaijan Republic enacted by the law No 887 of the Azerbaijan Republic dated 23 September 1994 as well as to the Criminal Code, the Code of Administrative Offences and the Code of Criminal Procedure.

Those five compendia had been considered and approved at committee meetings and parliamentary sittings in plenary, and adopted in the second reading at the latter, Mr Amiraslanov reminded the meeting participants.

The MPs Rashad Mahmudov, Mushfig Mammadli, Ilham Mammadov, Malahat Ibrahimghizi and Kamila Aliyeva as well as the head of the Administrative Legislation Sector of the State-Building, Administrative and Military Legislation Department Kamala Pashayeva.

It was recommended that the draft amendments should be tabled in the third reading at a plenum of the Milli Majlis.
